On which roads are tolls compulsory in Croatia?

The Croatian freeway network covers almost 1,300 kilometers of road – and is completely subject to tolls. The toll is calculated according to the distance traveled. A special toll is charged for the Ucka Tunnel on the A8 highway (Rovinj – Rijeka). Are road sections exempt from the toll?

All roads except highways are toll-free, and you do not have to pay tolls on the Krk Bridge, which connects the island of Krk with the mainland, on the Mirna Bridge between the Nova Vas and Višnjan junctions of the A9 in Istria or on the Pelješac Bridge from the Pelješac peninsula to the mainland.

Which vehicles are subject to tolls?

Tolls are charged for all motor vehicles – from cars and motorhomes to trucks. The classification is based on five classes, the main factors being vehicle height, gross vehicle weight and number of axles. Some of the vehicle categories are also written in Roman numerals, i.e. Class 1 = Category I, Class 2 = Category II and the following. Superstructures such as roof tents or roof boxes are not included in the calculation of the total height of the car.

        Persons in vehicles with a verified physical disability of at least 80 percent on the lower extremities, Croatian veterans with a verified physical disability of 100 percent and people with a visual impairment of 100 percent are exempt from the highway toll.

        What types of tolls and vignettes are there?

        The tolls in Croatia are to be paid depending on the route on the corresponding highway sections. In addition to the route toll, there is a special toll for the Ucka Tunnel. There is currently no highway vignette for Croatia – however, a new toll system is planned for 2026, which will also include an e-vignette.

        How is the toll paid in Croatia?

        The highways in Croatia are maintained by various operators, including the highway companies Hrvatske Autoceste (HRC), Bina-Istra and AZM. You are sure to come across these names on your journey through the country. The costs are paid directly at the toll booth and are based on the distance traveled and the toll class for your vehicle. Cash, debit cards and internationally valid credit cards are usually accepted for payment. Another option is to install a toll box, which is used to pay the freeway toll automatically and, in addition to convenient billing, you don’t have to put up with long waiting times, especially in the peak season – as traffic jams stretching for miles are common in summer.

        Which toll box is possible for Croatia?

        Croatia offers the Electronic Toll Collect system (ETC) for all vehicle classes: You have to buy the transponder (also known as ENC in Croatian) and pay a one-off fee of 15 euros. This is then valid indefinitely and payment is made via prepaid credit, which you can top up regularly. You even get a discount if you have starting credit. The ETC box is available from the highway companies, at some points of sale at toll stations or online via the website. The transponder can also be activated for Bosnia and Herzegovina.

        Planned for 2026: electronic toll system with e-vignette

        The launch date was originally planned for a year earlier – now the target for the electronic toll system is 2026, when there is to be an e-vignette, as well as a toll box – perhaps several options, but this is not yet known. A toll box is to become mandatory for billing the truck toll.

        How is the toll calculated in Croatia?

        Motorhomes < 3.5 tons

        Motorhomes under 3.5 tons are generally assigned to vehicle class 2, low vans or buses are also assigned to class 1.

        Motorhomes > 3.5 tons

        These are categorized in toll class 3, very large liners or with trailers also in class 4.

        Caravan combinations

        Depending on the size and weight of the towing vehicle and the caravan, the combination is assigned to class 2, 3 or 4 for the calculation of highway tolls.

        Passenger car

        This vehicle category belongs to the classic car toll in toll class 1 or 2.

        How much does the toll cost in Croatia? – Prices for the year 2025

        In a nutshell: tolls in Croatia are going up! Roughly speaking, you can expect to pay almost 10 percent more than in 2024, because in the past there was a kind of summer surcharge in Croatia, which included higher toll prices during the peak travel season. According to the latest information, this surcharge has been abolished, but the toll will be more expensive overall.

        For the almost 650-kilometre route from Zagreb in the north to Dubrovnik in the south of the country, you can expect to pay around 70 to 90 euros with a motorhome or camper van, depending on the total weight and number of axles. For the route from Bregana (Slovenian border) east to Lipovac on the Serbian border, it is around 30 to 40 euros for just under 300 kilometers. As the journey to Croatia from Germany takes you through other countries – usually Austria, Slovenia or even the Czech Republic or Italy – you also have to factor in these toll costs for your entire journey.

        What are the penalties and fines for not paying the toll?

        Since the entire toll system in Croatia is a closed system, i.e. you can neither enter nor leave the highway without having to take a ticket at a barrier, it is relatively fraud-proof and therefore less control-intensive for the toll operators and the Croatian police.
